How we support your projects

Four core disciplines, delivered by a Registered Professional Engineer of Queensland and supported by a purpose built contract administration platform. Engagements range from a single independent certification through to full delivery management of a capital works programme.

01

Service

Contract Administration and Superintendency

Independent, impartial Superintendent and Superintendent's Representative services under AS 4000, AS 4902 for design and construct, and AS 4122 for consultancy agreements.

The Superintendent's role is the point where a contract either holds together or unravels. Gnosis Engineering acts impartially between Principal and Contractor as the contract requires, and keeps the decision trail complete enough to withstand scrutiny long after practical completion.

What this covers

  • Superintendent and Superintendent's Representative appointments
  • Progress claim assessment and payment certification
  • Variation assessment, buildup review and authorisation
  • Extension of time claims and time related cost assessment
  • Notices, directions, RFIs and non conformance management
  • Defects management through to the end of the defects liability period
  • Practical completion and final certification
  • Contract close out and records handover

Standards

  • AS 4000
  • AS 4902
  • AS 4122

02

Service

Project and Program Management

End to end management of civil and capital infrastructure, from procurement strategy through to handover.

We take responsibility for the parts of delivery that determine whether a project lands: a scope that is actually deliverable, a procurement route suited to the risk, a budget and programme that are controlled rather than merely reported, and reporting a council or agency can take to its own decision makers without rework.

What this covers

  • Scope definition and delivery strategy
  • Procurement strategy, tender documentation and evaluation support
  • Budget development and cost control
  • Programme development, monitoring and recovery planning
  • Risk and issue management
  • Safety in design and construction phase safety oversight
  • Quality management and hold point verification
  • Stakeholder and community engagement support
  • Client side representation and project controls
  • Progress reporting to council, board or executive level

Service

Project Planning

Early phase planning and development of transport and civil infrastructure, shaping a project before delivery begins.

The cheapest place to fix a project is before it exists. Gnosis Engineering brings principal engineer level planning experience from the Queensland Department of Transport and Main Roads to the front end of infrastructure programmes, where scope, cost and priority are still open.

What this covers

  • Problem definition and needs analysis
  • Options development and options analysis
  • Concept scoping and preliminary evaluation
  • Order of magnitude cost and programme planning
  • Project prioritisation and programme sequencing
  • Business case input and technical support
  • Funding submission technical input

04

Service

Civil Design, RPEQ certified

Data driven 2D civil design and documentation, certified by a Registered Professional Engineer of Queensland.

Finalised, certified design documentation, issued as drawings and as CAD or DXF for the client's own use. Design is produced to be constructed, with the buildability questions answered on the drawing rather than left to a request for information during construction.

What this covers

  • Road plan and profile, and cross sections
  • Pavement design and documentation
  • Stormwater and drainage design
  • Water reticulation plans and long sections
  • Sewer reticulation plans and long sections
  • Earthworks and site civil works
  • Detail and standard drawing production
  • RPEQ certification of civil design documentation

Stated plainly

Gnosis Engineering provides finalised, RPEQ certified 2D civil design and documentation. We do not offer full Civil 3D dynamic modelling or BIM. If a project requires them, we will say so at the outset.

Digital delivery

Every contract administration and project management engagement runs on a purpose built platform, at no additional cost.

Developed by our related entity Gnosis Limited in New Zealand

Gnosis Engineering delivers contract administration through a purpose built platform developed by our related entity Gnosis Limited in New Zealand. It is a live product, not a prototype, and we run it on every contract administration and project management engagement at no additional cost.

Bound to your contract, not a template.

Each contract binds at setup to AS 4000 for the relevant state. That single choice drives the terminology on every screen, the working day calendar behind every statutory clock, the tax treatment and the retention rules. Separable portions carry their own values, dates and retention. Delegation gates define who certifies, who authorises, and to what value.

Progress claims and certificates.

Quantities land against the schedule of rates and certify cumulatively, claimed against scheduled, previous against current. Anything over one hundred percent is flagged with the site evidence beside it. The Certificate of Payment computes retention bands, GST and the payable amount under your contract's rules, and issues through the delegation gate with the statutory clock counted.

Variations and time.

Variation Orders are clause tagged and priced against scheduled rates, inheriting their groups, accounts and portions. An RFI escalates to a variation without anything being retyped. Extension of time claims are tracked against their statutory response windows, and a granted extension moves every downstream clock.

Instruments, not email threads.

Notices, RFIs, non conformance reports and transmittals are numbered server side, role tagged, and each carries its own working day countdown. Resolved threads lock into the audit trail.

Programme.

Imports from MS Project XML or Primavera XER, with slippage tracked against the baseline, honest revision diffs, and claims checked against what the programme says should have been built.

Subcontracts and suppliers.

Each subcontract runs under the head contract with its own scope, rates, retention and gates. Purchase orders are matched three ways against delivery docket and invoice at the purchase order rate.

Reporting and audit.

Contract position, certified to date, retention held and open instruments assemble from the same records that produced the certificates, so a report and the contract cannot disagree. Every action carries who, when and what changed. Issued instruments are immutable.

On artificial intelligence.

The platform drafts. It does not decide. Every draft, every assessment and every notice lands as a draft and is issued only when a named person approves it through a delegation gate. That rule has no exceptions.

Two things that matter most to a client:

Your team and your contractor join at no charge, on a portal scoped so each party sees only their own record and never another party's.

Where we are appointed mid contract, your existing registers import as history. Variations, claims and extensions of time land as numbered instruments in their final states, carrying a migrated badge, without firing a single notice or starting a single clock. The cumulative maths is correct from day one and nobody retypes a claim.

Three things clients ask, answered up front:

  1. Is there lock in?No.All project records are exportable in full, in open formats, at any time and on completion.
  2. Are we buying software? No.It is our delivery tool. There is no licence fee, no charge per user, and nothing for the client to adopt, integrate or maintain.
  3. Does it replace our systems? No.It does not displace the client's own recordkeeping or records management obligations.

Questions councils ask

Six questions, answered plainly

01

Superintendent or Superintendent's Representative?

Either. As Superintendent we act impartially between Principal and Contractor, as the contract requires. As Superintendent's Representative we act under a written delegation that says what we may decide and to what value, and the contractor gets a copy on day one.

02

Which standard forms do you administer?

AS 4000 is our home ground. We also administer AS 4902 for design and construct and AS 4122 for consultancy agreements, and we will work under a council's own conditions where that is the form in use.

03

Do we have to buy or install any software?

No. The contract administration platform is our delivery tool, not a system you adopt, licence, integrate or maintain. Your team and your contractor join at no charge, each seeing only their own record, and it is included in our rates.

04

Does it replace our own records?

No, and it does not change your recordkeeping obligations. Every project record is exportable in full, in open formats, at any time and on completion, so nothing is locked in.

05

How do councils and agencies engage us?

Directly under your quotation thresholds, through VendorPanel, or as a subconsultant to your incumbent consultant. We applied for five Local Buy arrangements in August 2026 and will say plainly which are approved once the outcome is published.

06

What does an engagement cost?

Three ways to engage: hourly under our Schedule of Rates, a monthly retainer for a Superintendent's Representative on call, or a fixed fee for a defined package such as a tender evaluation or a 30 minute AS 4000 session for your team. The Schedule of Rates is available on request.
